In order to stimulate the potential of processing trade and contribute to economic stability, the General Administration of Customs issued the Announcement on Measures for the Implementation of Deadlines for the Declaration of Deep Processing Convergence in the Processing Trade (Announcement No. 166 of the General Administration of Customs, 2023).

(1) Reduce the deadline for deep processing and concentration declaration:
? The enterprise has concentrated to declare the deep processing turnover of the previous month before the end of each month.
The deadline for declaration of the manual management company shall not exceed the validity period of the manual.
The accounting management enterprise can declare across the nuclear sales cycle.

Optimization of processing trade and export return management:
? Allow enterprises to handle finished product return procedures across the sales cycle.
The deadline for the return of imports shall not exceed the deadline for the next release cycle.
The return-export time is limited to the return-import date for the next nuclear distribution cycle.

Expand the scope of enterprise group processing trade supervision model:
Non-trusted enterprises in information technology, biomedicine and other industries can apply for the regulatory model for enterprise-group processing trade.

Simplification of centralized sales procedures:
? Centralized internal sales enterprises are exempt from handling file procedures.

Simplify domestic procurement of equipment:

The implementation of these measures will greatly simplify the management processes of processing trade, reduce the operating costs of enterprises and improve the efficiency of processing trade, especially in the context of the current complex and changing global economic situation, these measures help to stabilize the basis of foreign trade, promote employment and boost economic confidence.
